Usually They will send you a sanitized list (no adresses) and if you are interested they will ask for a LOI and a proof of fund, then you can submit your offer.

Most investors opt to submit a LOI (letter of intent) before submitting a formal agreement to purchase when dealing with commercial.LOIs are pretty basic and can save you a lot of time vs jumping right into a PA.

If so you can submit 3-6 comps, a repair estimate from a contractor and that will increase your odds (although they are still low).In my opinion, you are better offer starting with better priced properties then focusing on this particular one.
