FHA Appraisal problem...HELP!

I know this has been posted before but I need some fresh info if its possible., Appraisal came in at 188k on a 230k deal. Buyers agent and their lender submitted to FHA for case # without consulting us prior to inform us of the issue. I comped this house and I am rarely this far off. Is their any solution for us here. Lender is being unhelpful, Buyers agent will not say she moved forward without calling us prior to getting the FHA case # which would have allowed us to cancel the deal ahead of the case number. Who's liable?, Help! dr :help:
