Happens a lot when a house has been abandoned and closed up for a while.Although ceiling fans are popular here in the south, I got tired of replacing the starters in the light or fan sections after tenants manage to yank the cords out.

I did a primer and one coat of paint and if the light hits the walls a certain way, you can see some of the old color still.

To calculate utility bills per square footage seems like a good estimate, but you can have the tenant that is efficient and likes to save power, while the other tenant blasts AC with the windows open and always has the lights/TV on.
