Right now isn't the best time, as many property managers are going bonkers right now with rental turnover, but if you catch them at the right time, they are typically, more than willing to spend 5 minutes of their time to offer help. 

Typically in this situation you won’t get that money back.

I honestly don't know much about foundation issues other than that they typically are expensive.

If you are building new, you will need to typically jump through a few hoops depending on the unit count.  

Otherwise, for private money, you would typically go to your circle of family/friends and start trying to structure deals that work.
