I did have two major unexpected costs: there was a major water leak that Cleveland Water did not notify my about and gas lines that needed to be replaced going to the furnaces.

Because a roof leak is considered minor when compared to a roof revamp.  

Thank you @Alejandro Flores for your advise. i am hoping someone out there in PA could provide some reliable contacts. i don't trust googlee anymore. i closed my last condo and that inspector didn't do the job right. my roof was leaking 2 weeks after the closing and the inspection was performed 3 months before the closing.

The old steam heat had apparently sprung a leak and was spraying hot steam in the wall, which created mold that traveled to a large portion of the house.  

Just last month a new water main line was installed to the unit because of a leak.
