@Robert White, actually crowdfunding for the purchase of real property or funding a mortgage on real property is an established concept used successfully over the last 2 + years.There are currently over 100 crowdfunding sites devoted exclusively to real estate in the U.S.  

@Adam Stiles,  as @Bryce Stewart said - no tax if you sell while you still qualify for the sec 121 primary residence exclusion. 

They need to by law offer it to the public for sale when they are ready to sell it....so it will either be listed with an agent, or listed in the newspaper as an auction...either way, there is no point in wasting energy trying to contact the bank as they will not deal with you.

Our local newspaper said 3% .  

Newspaper is chalking it up to "he only owed $800 in taxes and lost his house".

Next if I have no interest I run an add in the newspaper. 

Look for the newspaper that carries legal notices for your county.

I am a real estate agent so all that I am asking for is an exclusive right to sell the community and buy the land.

If you are serious and can prove you are a good buyer to an agent they will show you houses without any exclusive agreements.
