Plumbing supply pipes - PEX and copper are great, I don't suggest CPVC/plastic in areas where temperatures get below freezing.

@Penny Clark the current rental isn't in a very nice location and it's probably $200 below market rent, but the house is in dire need of paint inside and out and new floors throughout, both of which I can't afford.

And a lenders policy should have been issued as it would have been pennies on the dollar to do so.

There is always copper as an option as well

There are some reflective coatings that can be applied that work well BUT do they suit any local codes.

Paint all areas effected with kilz oil based , 2 or 3 coats to contain any smell

There's no way to sugar-coat that.

Paint depends on how it bad it’s marked up or chipped,, If it’s normal wear and tear than a few over Coates Of paint should be suitable.
