Hello everyone! I just got my first rental property and need funds to fix it up. I need a HELOC so that I only use when I need it. 

I don't have the funds to continue development at this point, which includes the final plat and construction drawings.  

Should I hire a local PM company for long term to manage the property?

You could turn the matter over to a collection company (including law firms that do collections on contingency), but normally, they charge a very high percentage of what they recover, and you normally have to authorize them to settle for any amount the want to.

And not every company wants to pay to be on BP.
