I have been researching some data / cities for OOS and have tons of ideas. 

I live in MN in a city of roughly 90K people. 

If zoning doesn't permit business leases, you can always have a real estate lawyer draft up a suitable NNN Residential Lease with Sublet Options... you just have to make sure it's worded plainly and with enough residential language to keep the city happy should they come knockin. :-)

Bagley is an up and coming community in the City of Detroit.

Is it feet, yards, cubits (LOL) city blocks, water-meters, utility poles, sewer lines, or just plain up to the lender?

@Natalie KraftMichigan is a different animal but we only have a limited amount of "billboard" permits and they are all taken so I think you need to figure out what that would entail from the city or state, not the billboard company.

They are starting to rack up fines from the city per the tax assessor's website. 

Norfolk is very spotty on crime rates - Ghent is upscale but surrounded by impoverishment, then the city goes into a pattern of good street, bad street, good street, bad street.. for about 20 blocks.  

Being new to the city, I don't know as much about the neighborhoods as a long-time local could.
