Also, if you are dealing with an old house with a stone foundation, I always dry-lock the foundation walls on those properties, because they all leak to some extent if you don't.

Danny, the pic appears to show a wet area on the foundation behind the siding, this is likely out of the wall and can mean $$$$.The is nothing wrong with your offer amount if you can simply justify your offer with a logical approach and with comparables.That goes with any offer in RE.
