Read the local crime excerpts, check rentometer, look at craigslist and facebook. 

One suggestion is there is a Chicagoland Handyman group on Facebook.

There are some great buys on Facebook Marketplace.

It was 1996 - dial up, no google, no Facebook, flip phone, very few books on real estate investing.  

I would get connected to the CREAM group on Facebook, you'll find a lot of good connections there.
