In the meantime you could skip trace the list and start making cold calls.Hope that helps!

Well, I recommended that a lot (and own) since you have the advantages of:1) Lower buy-in price usually2) Lower rents have the highest demand.However, the moratorium showed a fatal flaw in my strategy - Low-income means you're more likely to skip paying.

Skipping realtors will be easy.

We own a 4br home in Colorado Springs close to Colorado College, and we have a pretty easy time filling that thing up.If you're not a fan of other humans in your space (I'm in that group), then skip the rent-by-the-room and find a home with a basement that you can section off in some fashion.

If not give it a bit for them to relocate and then order a skip trace to find them. 

Ultimately, if they are solid tenants who have been there for years and never skip a beat, I would not focus too strong on the rental raise. 

I understand the way service members pay works, and I understand what happens when they choose to skip rent.Path 1(cheaper): go back to college on my GI bill and purchase my first single family home with VA loan.
