Clearly there were missed maintenance issues in this case, but I would still instruct your PM (or future PM) to make it a requirement that all prospective tenants tour your properties first before processing applications.I’ve even had tenants sign Sight Unseen / As-Is addendums and later be unhappy and still want to break their leases.

Sure it will cost more and take longer but consider it the price of your education.Other than that your option as others have point out is to find the money to finish it off the books of the hard money lender, sell it or refi it and pay off the lender and move on.

PS - if you are looking to invest out of state, my best advice is finding an investor friendly real estate agent and someone who invests in real estate themselves because they can plug you in with their systems, processes, real estate team such as GCs, PMs, lenders, etc
