If this is the extent of the damage, and there is no underlying/ongoing problem, then cutting out the loose material and spackling should be sufficient (and painted of course).

I found my self talking to my mom the other day and she has been in the middle of a refinance and I started asking her what was the appraisal, how much are you pulling out, how much will you have left over, what will you owe and I actually was able to question like a pro it was pretty interesting.
