What loan did you use because I believe the Va was not an option because you were not physically living there?

If I sell before the Sheriff physically enforces the court order, would the new owner have to go through the whole  eviction process again? 

Hard to do if you consume as a "multitask", e.g. while traveling or exercising, but seriously valuable suggestion!

I will be gone for a lot of the year on various exercises and possibly deployments so the main usage will be on them.

Looking at doing Contractor rental units and even though physically and contractually close to the same as Self Storage, I'm hesitant to build the buildings with the site in hand. 

Instead I've focused on military training exercises, and courses and ive been deployed on 2 domestic ops.

In California, I think you need to physically go into the assessors office.

@Garrett Schmidt I think major colleges will still see large amount of physical enrollment because the kids want the experience but smaller schools i think will move to offer more online courses and majors.

Ultimately I'd like to refinance the property, but not sure if I can find a local lender and build a relationship without physically being there.My back-up plan and what I'm leaning towards is refinancing my NY co-op which I own out right (primary residence) - similar units sold at $195K and I've contacted a local credit union and confirmed that they can refinance 80% of the home value at 3.25%.

Besides the internal college housing programs, is there something physical you do with the properties to cater to the faculty over students (different price, trim, etc.?
