Now, it is possible that you may complete a number of successful wholesaling deals before you run into a situation where you are on the radar of the state real estate commission, or are sued by an attorney looking for just this type of legal opportunity.

Find motivated FSBOs and Landlords and ask them if they'd consider renting the home to someone with the opportunity (option) to purchase it at a later date.

Hopefully by that point you are able to see the opportunity and then create the solution.
