For what it's worth, virtually all projects that we work on uses a lot of glass/glazing elements with ACM or Dryvit finish for the exterior.

A 1/4" thick piece of plexiglass, cut to the size of the window opening and then secured in place with an adhesive like Liquid Nails would allow your tenant to still have light and visibility - while providing protection from the elements.
