Sure these increase the value of the house but they also consume cash and there's no way they improve your cash flow, unless you charge the neighbors to watch movies on your new 70" 4K display! 

Having watched DC and Baltimore markets, you will definitely attractive deals at both the places, the only difference I have found is you will need much more capital for NOVA markets than in DC market.

I am starting to mark upcoming auctions to attend so I can watch and hopefully learn too.

You can keep watch on the house because the REO Listing Brokers first task when any new REO listing is assigned is to complete an occupancy check and post notice.  

You could have a 5 cap rate and when you put the numbers together and slice the pie, you may realize that it does not provide 12 - 15% investor return or you have to sacrifice a lot of your equity to meet those returns, in which case its better to not do the deal and walk away.GRM is a more valuable apples to apples comparison which will justify your offer price more in line with reality than speculation. 

However;  in regard to real estate,  this is a real estate site after all, in watching the news I saw where they had to wait for a Haz Mat team to go to the apartment building where the man from Liberia had been staying to do clean up, also, one of his family members will be quarrantined in the apartment for several days, which brought these questions to mind.1.  

Watch out for condo fees too, those can knock cash flow out completely.I live in LA, so same problem here.
