If I raised rent by $100 to a fair market rent for 2 bedroom apartment in my area are social services obligated to increas their portion of assistance?

For just renting a room, I'd consider bumping up rent to include utilities since there's really no way to tell who is using what. the only other way to break it up is to split the bill evenly between all roommates but that could cause some unnecessary drama in my opinion, "Roommate A takes showers twice as long as mine, why am I on the hook for an equal portion of the water bill?!" 

For buy-n-holds, if you take a portion of your collected monthly rent to place into reserve accounts for items like future vacancy, repairs, cap ex, etc., do you NOT include that money in your final earned cash flow number?  

Is it possible to use 'mud jacking' to shore up lowest portion of concrete to level it out??
