Will the utility company give me this information or no because of privacy laws?

Get with a title company in your ares that closes these type of transactions. 

While going through the HOA document I saw that the HOA secretary and president are from the company that purchased the complex from the original developer.

I think I've made about a dozen tweets, but can't spell the new name they have given the company.  ;-)

I was wondering if someone in the same situation has a company they can refer to or suggest so I can do some price comparisons.

What are some companies still insuring rental properties in Orange County California?

I am looking into the company Total Control Financial, but wanted to see if anyone has setup up one with the company before.  

The full-time W2, kids, regular life combined with running a company, managing rehabs etc is getting tiresome.

Something tells me you won't be working 4,060 hours to do so - 80 hours a week year round.If it is a more active rental model that it is not considered "rental" income, then you would need to put in at least 100 hours with that being more than anyone else (employees, contractors, management company, etc), or you would need to put in at least 500 hours.So your "quick" question is actually fairly complicated.
