Developer would be long gone given your 1950 statement and the county at best can possibly provide a mailing address for those lots.

Remind them of how painful a normal sale is and 'reluctantly' submit that LOI.  

The leads I am mailing to come from driving for dollars when I am out looking at other houses, so I know they are good leads and I don't want to miss out on a good deal because of my lack of follow up...Any tips or suggestions would be appreciated!

I am thinking this would be worth the try given their pretty good templates that can be customized, my only concern is with it going to spam mail.

Related to fees...I just got a special assessment bill in the mail this week.... it is a common ocurrance with condos.
