As the title reads, I am looking for a DSCR lender with no seasoning requirement (if possible).

I think you will find it challenging to execute BRRR on a 65k property because banks don't finance that low.

And besides high HOA fees, low HOA fees can be an indication of high "one time" fees for improvements. 

I know some investors who invest in low end rentals will just tell their contractors "make it rent ready," or whatever.
