SOOOO ... long story short ... after 5 supervisor escalations and a $100 installation fee, an emergency ticket was put in to re-install the meter and install a valve to get water!

Your either forcing Seller to close with the tenant still inside OR a court (which is what a time of the essence letter is ultimately for) is just going to say "You lose because of state declared emergency."
