Anything under 80K is far below the median and is going to be a combination of rough neighborhood and rough condition - typically within the dark blue shaded area on Trulia crime maps.

I would repaint the fence a nice light color, plant some flowers or nice plants around that tree, get rid of the bricks toward the left bottom corner (in the top photo) and replace it with something nice like an outdoor fountain (you can buy a nice one at Lowe's for $100-$200), and finally, but some nice new or used, outdoor furniture for the tenants to enjoy (preferably something without cushions so if it rains on them they don't get gross - Craigslist or Offerup has a lot of nice used outdoor furniture as new can be costly).

They say that our contact specifies that all maintenance is handled by them exclusively, and if I want to go through home warranty I'm breaking the contract.I don't want to leave the tenant in the dark, but I don't want to end the contract immediately (I'll find a PM as soon as I can).

I worked on one out in Topsfield MA and there were restrictions on the colors you could paint it (inside and out) and not being able to do anything structural like changing the walls and layout.
