@Joe Donohue in that Indiana rule you posted it says "Specifies that these provisions do not: (1) prohibit a municipal legislative body from imposing any requirement to: (A) ensure payment ". 

Unless, you are a production home builder constructing the same unit plan over and over again, a custom or one-off design can only be roughly assessed for total construction schedule.

I think too many agents stop being concerned with how to help from an investor standpoint when they hit a comfortable groove so I come on here all the time to read up on issues and solutions from investor viewpoints, lender viewpoints, contractor viewpoints, agent viewpoints and sometimes even governing body viewpoints (usually the least fun to read but still informative all the same).

The builder is requiring a 60,000 downpayment (construction loan) because he does not have the cash to complete the construction.

We financed it through the builder with a 15% down payment.
