The permitting process is detailed on their website: https://www.longmontcolorado.gov/departments/departments-a-d/building-inspection/permitsYou tell them what you want to do, and they'll tell you if you need a permit for it.

You wouldn't be able to tell by looking at it on a map, but you can go from a D area to an A area if you just simply go up or down a steep hill in the city.
