If the roads are public, they would have to go through the city/county and a traffic survey (among other things) would likely have to be done.  

The lender we have lined up is a business associate of my husbands and knows we are honest, responsible, that we have construction experience, but that we are new at this.

Many possible lenders here, I am working with 2 now.Last, which is tied to the other 2 is to look for a real estate investment association group near you and network at those events.

Yes you may need an upgrade (you'd have to do a survey) but remember that you do have 100 amps available on both phases.

Search for REIA (real estate investors association) There is a National REIA which may refer you to something local.
