I also know that when my home is done that it will be in much better shape than most if not all of the comped properties.But if you are still a little bit uncomfortable with this is take two hours, map out all the homes and then drive and visit the neighborhood.

One gets to establish routine and build a sense of home over such a duration.

I'm ok with paying to have the tenant evicted, I'm just not familiar with the process so I'm uncomfortable not being on fimilar turf.

The fact that this guy admitted why he was uncomfortable lending to you is surprising, as most people probably would just raise the rates without an explanation.  

I'm routinely writing offers at or over asking prices, and still missing most deals.
