City of Elgin Code Enforcement requires rental licensing for all rentals and if they find a problem, such as your front porch, they will "red tag" the property which is in fact marking it condemned and uninhabitable until properly repaired.

For the record, my guys and I are not too shabby at installing and finishing hardwood in place ourselves, but for rentals, we tend to stick with $2.99/ft2 plain-sawn No. 1 red oak on sale and three coats of oil-based poly at $100 per five-gallon can.But even if I could get the kind of ultra-high end oak flooring Joshua's talking about cheaper than PEI 5 impervious tile, I would still do the tile in kitchens and bathrooms.

I find that it is a great indicator of dicey neighborhoods where there might be some bad things going on but I will tell you that I only completely reject a property if it is a heavy red or in a large geographic crime area because I have found that an area can have some orange but it could be that there was an incident or two or suspect traffic that was stopped in the area but the crimes weren't committed there, etc.

Also, if a lender doesn't want to give closing cost numbers...or they want a deposit first...then take that as a red flag to not use that lender. 2.
