Should I make repairs prior to closing and inspection by the city in order to obtain CO even thoigj I dont own the property yet?

If so, your title insurance policy (if purchased) might cover the back water dues.

It's not worth the hassle for investors to deal with Section 8's ridiculous anti-landlord policies and audits in Louisville.

Prior to doing your calculations, I would talk to a mortgage broker to determine what your monthly out of pocket cost would be for a commercial loan with the mortgage you're looking to take on.

A lot of these questions should have been asked prior to closing on the sale of a property.  

I would say you should have at least had a rudimentary scope of work prior to purchase. 

If you're planning to contract out the entire rehab you should have a GC lined up prior to buying.
