They need to by law offer it to the public for sale when they are ready to sell it....so it will either be listed with an agent, or listed in the newspaper as an auction...either way, there is no point in wasting energy trying to contact the bank as they will not deal with you.

Our local newspaper said 3% .  

Newspaper is chalking it up to "he only owed $800 in taxes and lost his house".

Next if I have no interest I run an add in the newspaper. 

Look for the newspaper that carries legal notices for your county.

I have a wind exclusion on those properties which puts more risk on me but takes the cost down to about 30% of what you'd pay for a policy through someone like Citizens on Florida property.
