I believe rent is a favorite right now because they want to build regulations and programs that favor renters and essentially buy some votes.I don't see Landlords charging ridiculous fees for applications.

You have all the right to be concened about the violations, but I think you're out of line and being extremely judgemental assuming what programs they may or may not be on.

The entire premise behind boarding rooms is the turnover - the agencies refill the rooms after "x" amount of time - so if Jan is taking up 1 bedroom in an all woman unit and the program requires her to leave in 4 months the agency refills it with another tenant for another 4 months etc.

As I understand it, Section 8 can expel someone from the program for leaving with unpaid bills to the landlord.

I'm not sure how the Tucson market is but I wasn't able to find any properties qualifying for the FHA loan program for a 4-unit property in Los Angeles because of the Self Sufficiency qualification.Now I'm looking at buying a single family home and buiding an ADU on it since there are many low downpayment, low interest loan products out there for this strategy.

You definitely can and I did for my house hacks... a step further, I also used down-payment assistance programs that were available the first time for first time home buyers that covered the 3.5% down-payment.
