The issue we have ran in to is we live in a de-titled, permanently affixed manufactured home on a few acres.

A lot of investors are actively de-leveraging as I type this response.

In DE the notice doesn't take effect until the 1st of the month following the month in which it's given. 

My friend who lives in Delaware is wanting to create an LLC and start buying and BRRRing foreclosures in the Delaware area, our goal is to save up enough cash and be able to buy without pulling out a loan any precautions or advise?

Seconding what @Paul De Luca said, look at what the assessed value is currently, and the purchase price you're targeting.

In Delaware a 5 day grace period is mandatory so you can't collect a late fee until the 6th.

@Scott Smith can speak better about the Series-LLC, but I would say the fact it was not tested in court is more of a FOR testimony than against, given the long duration now they been adopted (born in 1990 with the Delaware Business Trust act, in Texas since 2009).
