If I could add to what John Leavelle said  ; it could cost as much as $60,000 to do a full Rehab here in the Philadelphia Area        My Friend Sean just did a Rehab in the Port Richmond Area Close to Fishtown and he it was $60,000        Sean has done many flips and I thought he went as "Budget" as you possibly can , for an example ; he paid $7,000 for a brand new HVAC  (Heat & Air Conditioning)  with new duct work , where that would have been double in the open retail market       Good luck with the project & feel free to reach out to me if you need any help or have questions SincerelyRick

If they were the victims here and paid a fee to rent here, then they should be able to supply a lease agreement and a cancelled check.Next I would get any contact info you can of the phony property manager who rented it and then send them a message from the victims asking if the PM has any other properties in the area because their cousin wants to move close to them as well.

He said you can get a $10,000 down payment this way and if they miss a payment on time or violate the contract in any way by not paying, you can kick them out and keep the $10,000 they paid for down payment and do it again with the next person.
