My main question is, if you buy a package of low priced properties (i.e. less then $50k each) even though you may get a high yield wouldn't they be very tough to sell even as a package down the road? 

If the deal looks good on paper the more likely you can get a deal from a Hard Money Lender and its up to you to package that deal so it works for both of you.

I would say use your discretion with the late fee with this situation but as others have stated, your lease rules do apply regardless of whether you are informed promptly or not.
