You really need a local attorney on the ground that invests and understands tax certificates and tax liens and can research and tell you the exposure you have with the property you want to buy.There is penalties and interest that has been accruing for years so do not believe what a seller is telling you for you need to verify yourself.

Don't over explain things, say you still need the 2nd person's app filled out and that because they have no credit history showing that you have to verify their ability to pay with bank statements and past LL info.

I'd be afraid their next step will be to damage the property if they still have access.Just have your agent contact the seller's lender (seller's title holder) to verify in writing that they've requested additional move out fees.
