Possible cash offer property in South Florida

We dodged the big one for now.  

I was wondering what you all think about the single family real estate prices for this area;

Will they go up because of the hurricane damage to the North of us here in West Palm Beach?

What would be good questions to ask someone who has seen the apartment and says they will be making a cash offer?
