I would definitely consult an attorney in any case.Asking for money from your family or anyone you are interested in working with should not be treated as asking for a hand out.

If you are looking to receive more, consult a CPA. one option is to draft a loan agreement on the amount over 60k to treat it as a loan for a nominal interest of say 0.25% .

If you are already aware of just how far your no big deal fund can go, then your goal is collect what you can from your resident without putting them or you in jeopardy (you don't want to read about how you are treating residents in the local news).  

Also keep in mind that evictions for reasons other than non-payment or evictions that started prior to COVID-19 may be treated differently.

In other words, we will treat our units as if they have been exposed to this virus and the units will be used to house people who are part of the solution not part of the problem.
