I would definitely consult with the town building inspector, because every states codes are different ( all based on the same code but some states add or remove, making it there own version) but i'm sure you could use a solid core wood door or a steel plate over a solid wood core ( installing this one in a commercial project in about a week). the closer would be required, but even if you are not required to have a peep hole, you may want to install them, not expensive and it gives your tenants a sense of comfort.

This was verified when I dug down on the interior to remove the garden spigot that original builder buried 5 feet down and connected it with an awkward shut off valve that required a key that was 3 feet long!

If you can't raise the window which may be weird from the outside consider removing and adding a skylight or a higher narrow window in the top portion of what you have now.

Just be careful...There is a current "problem" with illegals squatting in unattended properties in South FL.You would have to prosecute under FL law and use the Police to remove them.Granted... this is a "geography specific" problem, so just be careful where you are purchasing.
