Within a month, I am getting calls at all hours of the night with complaints about noise, smoking, screaming, and the like.

It might let them know you are getting more serious about things,  though its pretty likely the way this ends is that sometime after these rules lift they will disappear in the night and leave you a mess to clean up along with the unpaid debt.   

All my rentals here in he Bay Area have Section 8 tenants and half my units in Cleveland do and I sleep real well at night knowing those checks are coming in for the full rental amount, even if a tenant is furloughed or loses their job.
