You could look at bringing in a local JV partner with experience or pay a consultant or fee developer to help you with the numbers and process.This should cost substantial money into the 6 figures usually.

Especially developers, rehabbers, the types that take old dilapidated properties and fix them nice.Also bad tenants (gangs, hoarders, the types that party all day and don't keep neighborhood clean stay FOREVER)  This is why the rent controls don't work.

I don't currently have any write offs and wanted to have the CPA help me to develop a tax strategy going forward.

Just improve as what is average for that area.Are there any nearby amenities and what the nearby retail development attract, if any.Are there any needed repairs, renovation, or capital expenses?

Another thought: if I am not mistaken, you can buy in Ypsilanti Township and qualify for a rural development loan with 0% down.
