Since when can a governing body tell us what we can and cannot lawfully do?

I know this isn't the most exciting of answers, but when you do decide to pull the trigger on a property it's really helpful to have your tax documents, pay stubs, and bank statements scanned and uploaded to Google Drive in advance. 

A QCD would be appropriate for a ground lease on a commercial property,  water rights, littoral rights for access to a lake or body of nonnavigable water or where certain interests might be conveyed.
