The tenant has now had a track record of having disruptive behavior/actions more than once to neighboring tenants in the same building and made them feel so unsafe they called the police.

Just call up the planning department and tell them what you told us so you can get proper expectations and clarity on your exact process.

If the tenant calls you at 11 pm on a Sunday about a toilet overflowing, how will you handle it?

Just like the high pressure "inner circle" guy who calls you on the phone?

The police were called and she (the landlord) was taken away in cuffs...Unbelievable what is going on....

I have called and bothered the heck out of them and reminding me what they would be getting for the unit and still tell me that will happen ...well if it didn't happen in the spring and the bookings are light in summer there the year goes. 

They're either wholesalers themselves (one has an internal team) or are partnered with effective wholesalers.
