Check the HOA, Talk to a neighbor or two, and low ball them because with the info you've given, it's not a great deal but it's similar to mine and I got lucky and made $43,000 in equity in 2 1/2 years.

I would like to refinance or sell and do a 1031 exchange ,but preferably a refinance to keep control of the property , to give numbers I have a 8 percent owner finance and I have between 30-40 thousand in equity I am looking to get some cash out If possible.

I cold have even pulled some cash out of this property but I wanted to be a little more conservative making sure my rental rate supported the loan amount.Now I have a 2 unit rental with just over $100,000 in equity that cash flows a few hundred bucks and again I did not have to come up with any cash to do this deal.

I think it will be closer to 60%.But either way, 300K in equity is a good starting point (I am assuming you have set aside any money to pay taxes on the inheritance).If you can pick investment properties well you'll be fine.
