@Grant BoyntonI'd shy from building new for a couple reasons: This is an area where volume and capabilities matter with regards to a brand, ability to sell your product, ability to negotiate favorable terms for sub contractors etc.

Some of the larger expenses-Interior/Exterior Paint, Storm shutters for a few of the front large windows, added additional cabinets to one unit, New refrigerator from Dent/Scratch store after old one died, Laundry units that tenant pays +$50/mo for etc.

I used a VA Loan and bought a duplex in Oakland 2 years ago for $375K...it can be done...no work needed on the property....it is in "The Hood" but so what....i'm refinancing out of it next year.You can also try a USDVA loan and that should allow you to buy a pl;ace that needs some fixing up
