I'm of the opinion that only debt that you should carry is the debt service on the property :-) 

Basically, what I need is a bank or lender that can qualify the property by looking at Rents vs debt service. 

You can combine county data with a background service like Spokeo, but nothing is guaranteed.

I only authorize my long-distance tenants to schedule it after I've personally ordered service, and I let the plumber/electrician/handyman etc., know that tenant cannot authorize work, only provide access, and that I will make myself available by phone/text/email, whatever they prefer, to discuss options while there to avoid future service calls if possible. 

W-9s are required for any service provider to determine if they should get a 1099 at the end of the year.Are you doing the work yourself?
