I don't think having prospective tenants bidding for it will go over well, nobody likes being baited and switched or feeling like they've been ripped off.  

So they'd write this template by hand, then photocopy with high-quality printers onto actual lined yellow legal pad paper ripped off a legal pad, and then the SAME guy who wrote the template would go and write in the owner's name and the address on each one by hand.

It is old and functional, it didn't need to be ripped off and re-done ;)so always do your due diligence.  

Legalizing an exiting illegal unit can be as cheap as $15,000 and a 12 week wait for permits if most of it is built to code as-is, or as much as $200,000 (as much or more than it would cost to build from scratch) if the work is sub-par and needs to be ripped out.

The place I am remodeling had a very ugly vinyl flooring that we are ripping off...luckily the subfloor below is in good shape , any suggestions?

Maybe it didn't work for you and you got ripped off maybe you just want to spill your idea about something you have never tried yourself.
