In MD we have loss-mitigation laws passed after housing crisis that exposes you to great deal of liability if you contact people 60+ days in default  and offer to buy their homes.

TONS of people don't follow that rule and have done very well, but I wouldn't recommend it for your first property.I live in Chicago but don't invest here for the most part.

They argue there existence is just, taking people for every cent regardless of viability int he "deal" just, because they could, because people allow them to do so. 

They don't advertise this to the public and  only with certain people and groups (and by referral only).
