I would sit down and explain that he is getting a $1250/month rent break and that you have a body of work you expect him to do for that break.

All that really means is your body is saying that it has not done it before.

These able bodied people don't work legally and generally work under the table (I get approached weekly to provide under the table work..which I decline to do).

Unless a warm bodied, US citizen the legal entity only has standing in the State it was formed. 

I want a PM that selects a tenant with other factors in mind like promptness, eye contact, nitpickiness during the walk-through, cigarette smell, etc.PMs make money when we suffer.

That being said, after disasters there have been instances where courts and/or government bodies have stepped in and interpreted policy language very broadly, potentially resulting in coverage being applied.We don’t know what is going to happen, but there is no doubt this is a disaster that was unplanned by anyone.

Apprenticeship programs, job mentoring etc... is all on the rise as employers seek desperately to figure out how to get bodies up and running to fill positions to allow them to keep up and expand.Logic can't follow your hypothesis that lack of skilled workers due to education or anything else would lead to wage stagnation.

Additionally, I think you will be surprised to find out how much of the smoke smell you can remove by pulling everything out but leaving the walls intact.
