You NEVER skip this step/cost.

You should be able to get conventional financing for the range you mention above if they are in decent condition and you are not looking to borrow rehab funds so skipping the need for a portfolio loan assuming you can qualify. 

Have a central location for all property records with address, owner name and phone numbers if I have had it skip-traced and was able to get a hit (but also have records that were NOT hits after sending them for skiptracing.2.

If you have the resources, spend some money and skip trace them to get their number!
